2018 Hino 268 - J08E - P0541 Intake Air Heater Low

Truck is a 2018 Hino 268. It's getting cold here in Ohio and the truck is cranking for a long time before it fires up. Once it's warm, it's fine, but the P0541 code won't go away. I've checked the batteries and they are fresh. I tried to find the Intake Air Heater relay but I'm getting conflicting info on where it's located. The heater element itself shows continuity, so I don't think the 'toaster' in the intake is burnt out.
