2015 Jaguar XF P0481 - Cooling Fan 2 Circuit Malfunction

My XF started running hot in stop-and-go traffic, and I'm seeing a P0481 code on my scanner. The main fan seems to spin, but the auxiliary or second stage doesn't kick in even when the AC is on blast. I am worried about overheating the 3.0L SC engine because the temp gauge started creeping past the midpoint yesterday.

Already tried

I checked the cooling fan fuses in the engine bay box and swapped the R1 relay with a known good one, but the fan still won't trigger.
