2015 Jaguar XF P0481 - Radiator Fan 2 Always Off

Issue / Concern

My XF started running hot in stop-and-go traffic but stays cool on the highway. I hooked up my scanner and found P0481 stored in the PCM, and I noticed the large cooling fan never kicks on even when the AC is on max. The small auxiliary fan is spinning, but it clearly isn't enough to keep the temps down.

Already tried

I checked the 80A megafuse in the engine bay and it looks fine. I also tried spinning the fan blade by hand to check for mechanical binding and it spins freely.
