2012 Mack Granite - MP7 - Overheating under load, Cooling Fan Won't Engage

Issue / Concern

I'm running a 2012 Mack dump truck. Whenever I'm fully loaded and hitting a hill, the water temp shoots up to 230 and I have to back off. The big problem is I never hear the cooling fan kick in. It should sound like a jet engine at those temps. I've checked the fuse for the fan clutch and it's good. Is there a way to manual-jump the fan to see if the clutch is actually working?

Already tried

Replaced the thermostat and the coolant temp sensor. Checked fan clutch air line for leaks.
