Paccar MX-13 SPN 191 FMI 9 - Transmission Output Shaft Speed Signal Lost

My 2018 Peterbilt 579 is throwing a derate warning and the speedo just dropped to zero while I was cruising at 65. The Allison 4000 series transmission is shifting very hard into gear and it feels like it's stuck in a limp mode. Checked the dash and I'm seeing an active SPN 191 FMI 9 code on my DAVIE4 scan tool.

Already tried

I checked the plug at the rear of the transmission for moisture and cleaned the pins with contact cleaner. I also verified the battery connections are tight.
